Serbia apologises for massacre
Serbia's parliament has apologised for the slaughter of thousands of Bosnian Muslims massacred in Sebrenica in 1995.
The landmark resolution was passed by a slim majority.
Vice President Meho Omerovic of the Sandzak Democratic Party said: “With this decision the parliament of Serbia strongly condemns the war crimes and the parliament will do everything to arrest the most important one Ratko Mladic and bring him to justice in the Hague tribunal.”
Karadzic and General Ratko Mladic, who's still at large, are accused of being responsible for the killing of 8,000 Bosnian Muslim men and boys. Serbia, which is seeking EU membership, has been told it must handover Mladic to the war crimes tribunal before starting talks.
Snow cuts power and transport
Parts of Britain were waking up under several inches of snow today as a flash of winter weather in spring made some areas colder than Moscow.
Up to 48,000 homes were without power because of blizzards, gale-force winds and torrential rain. Problems were caused by snow and ice sticking to power lines which were then blown over.
Most of Britain will continue to have a cold, wet and unsettled week, say forecasters, although there may be a few sunny spells on Thursday. Further snow may hit Scotland over the Easter holiday and overnight frosts remain possible elsewhere.

The greatest literary hoax ever?
La Rive Gauche rigole. Bernard-Henri Levy, France's loudest voice of the 1970s school of nouveaux philosophes, who rarely appears on TV with his shirt buttoned beyond the waist, has been had. In his latest book, On War In Philosophy, BHL, as he is generally known, had a pop at Immanuel Kant, calling him "raving mad"
Ukraine vote goes to the highest bidder
Ukraine's presidential election should be worrying for everybody interested in democracy (International observers hail Ukraine election as fair, 9 February). Essentially, it points to the commodification of politics. What happened was that one candidate (Yanukovych), convicted of manslaughter and robbery, was languishing in the polls with minimal support.
Barroso commission fails the challenge
The EU's lack of credibility on the world stage has become increasingly apparent, particularly in the aftermath of the disastrous Copenhagen summit (Confused and exhausted, 9 February). It is therefore all the more regrettable that, at a time when the EU should be showing vision and leadership, a majority in the European parliament has voted to approve a weak and ineffective commision
School's sacking of Christian science teacher divides town in Bible belt
Jennifer Dennis studied her 13-year-old son's skin and was uncertain which to be more astonished by: the shape made by the strange dots running the length of his forearm, or how they got there. "When I looked at it, the shape was definitely a cross, like a Christian cross," said Dennis. "Zach said his teacher did it with an instrument that gave off something like a lightning bolt. It was red, like a sunburn or if you burn your arm on the oven."

Cowell: Haiti single out within '7 to 10 days'

Organisers say Rod Stewart, Leona Lewis and Michael Buble have agreed to sing on a charity single for victims of the earthquake in Haiti.
The Sun newspaper is helping put together the single and says it will be a cover of R.E.M.'s 1993 ballad “Everybody Hurts.”
The newspaper said Friday that Robbie Williams, Coldplay, Take That and Paul McCartney also have been approached.
The paper said R.E.M. had agreed to waive royalties and the British government says the record will be exempt from sales tax.
The song is being coordinated by TV mogul Simon Cowell. The “American Idol” and “X-Factor” judge said he was asked by Prime Minister Gordon Brown to help with the relief effort.
"I will get a record out within seven to 10 days," Cowell said. The goal is to raise as much money as possible in a short period of time, he said.
"Simon Cowell can make a huge amount of money to help the people of Haiti," Brown said.
The government and many private agencies are sending large aid shipments to the stricken Caribbean nation.

light at the end of the recession

Whilst there is still some uncertainty in world markets, there appear to be those legendary `green shoots` that are the first signs that things may be getting better rather than worse.
There is no doubt that this recent recession was not only deep but also one of the fastest to impact in history. The speed of the decline aligned to the fact that it started in the financial services sector unsettled confidence and put the brakes on the lending and cash in circulation. This put a rapid halt on the previously strong consumer spending upon which much of the world economies depended.
So what can we look to as signs that the recession has bottomed out and may be on the upward trend?
Many of us are not financial experts or can claim to have `second sight` as to the outlook. But there are plenty of people who are paid to do just that on behalf of central banks, government departments and big business. The Bank of England recently published a cautious economic outlook citing a slow growth over the coming two years with inflation rising to more acceptable levels.
With global markets now interlinked to a high degree, restoring confidence in the banking and financial services sector has been a key factor in getting cash moving again. Businesses, and many consumers, rely on borrowing for short term cash flow and to support growth. Whilst the price has been high in terms of public finances, stability has returned and the stock markets have now started to rise in anticipation of future outlooks. True, some businesses are still struggling, but in the main the finances to keep going are now being supplied and the pace of corporate closures is slowing.
Most of us look to the housing market as an indicator of economic prospects. After a series of months of falling process, the indices used to measure average values on sold properties has stopped falling with one or two months showing small increases. Probably true to say that we have now `bottomed out` and that house prices have reached their nadir (on average) and prices should start to grow as pent up demand starts to drive interest. One key measure is the rental yield on houses which has fallen well below the long term average value ˆ a sign that house price falls have been overdone and should be ripe for a small correction over the coming year.
Another welcome sign that things are getting better is that the value of sterling has appreciated against most major currencies. This is an indicator that global currency markets see the UK as a better bet than they did a few months ago when we were in the depths of the recession. This means that holidaying abroad is now back on the agenda but dies mean a slightly tougher time for manufacturing exporters.
With political change in the US, there is fresh optimism around a new agenda for American life and business. This has helped to engender a period of sensible pause whilst President Obama sets out his plans for reform and the new direction in foreign and domestic policy. Although it is still early days, global reaction to his general announcements has been favourable; all helping to improve the general sense of optimism for the future.
So, there is light at the end of the recession tunnel. A summer without major hiccups should see the UK getting back to small economic growth and being able to build even further into 2010. With an election to come and tough decisions to be made, the general appetite for finding the appropriate debt solution for public and personal finances has never been stronger.
